    Where is the government?  Instead of splurging their billions into ghost cities, grandiose city halls that rival the White House, China can do much more to reclaim their tortured and denuded environment.  Go and watch how the Korans planted over 350 million trees and reclaimed the barren hills after decades of exploitation by the Japanese and damages from the war
